Stephen is an experienced Lawyer and is highly dedicated to working with cases involving Public Sector Entities throughout the Mid-West on issues related to Municipal, Land Use, Planning, Public Infrastructure, Finance, Development, Redevelopment, Storm Water Management, Biosciences and Commercialization, Government Contracts and Solutions, Indian Law and Tribal Governance, as well as Real Estate.

Additionally, Stephen’s expertise lies in the areas of Development of Creative Funding Strategies for Public Infrastructure, Unified Development Codes, Zoning and Subdivision Ordinances, Overlay and Neo-Traditional Code Drafting, and Plan Implementation Strategies.

Stephen’s knowledge and proficiency in his field have earned him great recognition among his peers. He has been consistently listed in “The Best Lawyers in America” for Land Use, Zoning Law and Municipal Law.  He was named to the Kansas City Business Journal’s "Best of the Bar" for Municipal Law in 2005, 2006 and 2007.  He has also been designated as a “Super Lawyer” in Missouri and Kansas for the last four consecutive years in the area of Government, Cities, and Municipalities.
